Extensive experience in legal and regulatory issues, including complex submarine cable damage claims in multiple jurisdictions, cable awareness campaigns, and representation before international organizations.
Former Director and Member of the Executive Committee of the International Cable Protection Committee- ICPC (2015-2023), proposed and provided initial draft of Recommendation #19, Preparatory Actions for Civil Claims Development for Cable Damage (March 2021), www.iscpc.org.
Former Legal and Regulatory Manager at a major wholesale telecommunications company (Telxius), with + 20 years of experience in submarine cable damage claims, obtaining over USD 10 million in damages and responsible for the legal/regulatory issues related to the deployment/operation of several submarine cables systems such as BRUSA, MAREA, Mistral, PCCS, SAm-1 new extensions, and Unisur 2.0.
Author of a book and 15 articles in his field of specialization and speaker in at least 20 scientific and academic organizations worldwide. He has actively contributed to the drafting of maritime cable legislation in several countries (e.g., Colombia, Panama, Uruguay), and also had a 10-day experience aboard the CS Dependable (Subcom) as a cable owner observer during the SAm-1 cable maintenance operation 200 miles offshore in the South Atlantic Ocean.
