Andrés Fígoli is a telecommunications lawyer with more than 20 years of experience specializing in the legal and regulatory aspects of submarine cable infrastructure.

Before founding Fígoli Consulting, he served as Legal and Regulatory Manager at Telxius, where he was responsible for legal and regulatory matters related to the deployment and operation of major international submarine cable systems, including BRUSA, MAREA, Mistral, PCCS, SAm-1 extensions and Unisur 2.0.

His experience covers the full submarine cable lifecycle, including project development and permitting, commercial and infrastructure agreements, cable protection, maintenance and repair, and complex cable damage claims across multiple jurisdictions. He has managed international cable damage claims resulting in recoveries exceeding USD 15 million.

Andrés served as Director and Member of the Executive Committee of the International Cable Protection Committee (ICPC) from 2015 to 2023. He proposed and prepared the initial draft of ICPC Recommendation No. 19 on Preparatory Actions for Civil Claims Development for Cable Damage.

He is the author of two books and more than 20 articles on submarine cable law and regulation and regularly speaks at international industry, academic and scientific events. He has also contributed to the development of submarine cable legislation and regulatory frameworks in several jurisdictions.

His approach combines legal and regulatory expertise with practical knowledge of submarine cable operations. His practical industry experience also includes first-hand exposure to marine cable operations, having participated as a cable company representative aboard the cable ship CS Dependable during a SAm-1 maintenance operation approximately 200 miles offshore in the South Atlantic.

Andrés holds a Law degree from the University of the Republic of Uruguay, an LL.M. from Northwestern University and a Certificate in Business Administration from Instituto de Empresa (Madrid). He is fluent in English and Spanish and also works in Italian, French and Portuguese.
