Former Director and Member of the Executive Committee of the International Cable Protection Committee- ICPC (2015-2023), proposed and provided initial draft of Recommendation #19, Preparatory Actions for Civil Claims Development for Cable Damage (March 2021), www.iscpc.org.

Former Legal and Regulatory Manager at a major wholesale telecommunication company (Telxius), with + 20 years’ experience in submarine cable damage claims, obtaining over USD 10 million in compensatory damages, and responsible for the legal/regulatory issues related to the deployment/operation of several submarine cables systems such as BRUSA, MAREA, Mistral, PCCS, SAm-1 new extensions, and Unisur 2.0.

Author of 8 articles in his field of specialization and conferenced in at least 20 scientific and academic organizations worldwide. He has actively contributed to the drafting of maritime cable legislation in several countries (ie. Colombia, Panama, Uruguay).
